A District 99 state legislative representative from 1976 to 1983, he then became Assistant Secretary in the Louisiana Department of Health and Human Resources during the administration of Governor David C. Treen.
Among his achievements are appointments by President Ronald Reagan and George W. Bush to boards dealing with architectural and transportation barriers.

His lifelong dedication to the veterans of St. Tammany and Louisiana is well known and appreciated. Throughout his life, Carson has been active with a number of veterans organizations, and Governor Mike Foster appointed him to the Louisiana Military Hall of Fame Museum Board.
Carson accomplished much during his assignment as Secretary of the Louisiana Department of Veterans Affairs, including the acquisition of the Southeast Louisiana Veterans Cemetery in Slidell. In the aftermath of Hurricane Gustav and Isaac, he served on the Governor's Emergency Response Team as the liaison to Veterans who needed assistance.
His wife Laura was a school teacher and assistant principal for many years, and his son Christopher graduated from the United States Naval Academy in Annapolis, Maryland, in 2004. His daughter, Rebecca, is an architect.
