The 1973 Louisiana Constitutional Convention

In 1973 delegates from throughout the state converged on Baton Rouge to write a new state constitution. Jim Burns of Covington was one of the delegates, and he took time out of his busy schedule (no kidding there) to talk to me about what went on at the constitutional convention, both good and bad.
